No there is no API to return the permissions for a restricted key.

You have to look in the Dashboard to know that information.

so if I'm like a data aggregation service, and my users gives the apikeys, I have no method to validate if they could follow my guidelines to give me the needed permissions or not?

Well you should not do that at all. You should use Connect or create a Stripe App for this. You shouldn't be handling your users API keys.

Stripe App could be a way, but our users need test mode, at the setup/testing process, and most of the time they have language difficulties...

I believe there is work being done to be able to enable Apps in test mode, but yeah that isn't supported yet.
