As for the actual account support question: this server is for coding issues so unfortunately we can't help you here. A chat support option may be available on the page that that message links to, but may can be unavailable at times
If you are logged in you should at least see an email option, if you are unable to login you can try https://support.stripe.com/contact/email

Unfortunately Stripe does not have a number that you can call. That contact page may have a way for us to call you, but availability can also vary on that. Use the email option if you don't see the chat or call options
