Hmm we don't know a ton about the Dashboard but can you provide one of those Account IDs where you see this?
It shouldn't show "Restricted Soon" without there being future requirements afaik
In terms of you question -- are you asking if there is a way to only list accounts via the API that have outstanding requirements?

acct_1FlKNGAR08KA9Fmk is an example, it has 2 future requirements but I get empty future_requirements when using API
I don't need a filter to list them specifically, I just want to make sure that when I GET the account, I can see that it requires an update
