This is the decline reason that the issuer decided to return to Stripe, and it may not reflect the root cause of decline as a mitigation of card testing.
You should ask your customer to use a different card, or reach out to their issuer.
Is Barclaycard issuer is blocked by stripe ? or do we need to add any other security measure?
The issuer blocked the transaction, not stripe.
