it is now even weirder the line item is also missing in the UI
We have this product On-Demand training (Pay-as-you-go) (price_1HtM4rGySGmb5wxX7ahZKbjJ)
and the usage quantity is 8
so we are missing the 1.5e line item, that is in the final price

yes I see the same thing on my end, and that doesn't look expected to me. I'll raise this issue to the relevant team for investigation.
in the meantime I recommend you to contact Stripe support to notify them of the issue: https://support.stripe.com/contact. make sure to include all relevant object IDs
