What happens if you include off_session: true in your update request?
What is the difference between off session and on_session, since the customer is there to switch their plan I figured on session would be more appropriate

Right now this is a quirk of how cashapp was implemented (it's something we should fix on our end) - because the cashapp payment method being used here has an inactive mandate, a new mandate needs to be collected. Using off_session: true will allow you to bypass the You must provide a return_url error so that if payment is required immediately it'll generate the invoice/payment intent in the correct state to allow you to collect the mandate again
