on/off session isn't something you specify if you're directly creating a Payment Method - it'd be something you specify when you actually attempt payment or when you're setting up the PM with a setup intent

ok we are using setup intent to create a new pm, is it the usage=off_session if customer is not present?

You'd set usage: off_session if you intend to use the Payment Method when the customer is not present in the future (like for a recurring subscription)

can a card saved as off_session be used to charge with pi by customer on_session still?

so it will be used to charge both on and off session once attached to customer as pm

Yes! If a card is saved for off_session usage that means it'll also be correctly configure for on_session as well
