But even just for Stripe Apps directly that you install through the Stripe marketplace - is the configuration environment specific or not?

You can create Stripe Apps in test mode, https://stripe.com/docs/stripe-apps/test-app but You mentioned Avalara Avatax plugin so I was commenting on that piece.
