Yeah the user would need to add their bank account or debit card info for us to be able to send them payouts. Otherwise I think you'd need to pay out to yourself and disburse from there. That being said I am unsure of the regulatory implications of that and would recommend talking to our support team about your usecase here to make sure that usecase is supported https://support.stripe.com/?contact=true
