You can't use a top up as the source_transaction
But you can still do what you are looking for without using source_transaction
You just have to wait for the top up to land before creating the Transfer

Is there a way for a connected account to be on both? Or a way to convert from one to the other? I have a few thousand connected accounts, I'd love to avoid having them re-set up their account.

Where is your platform located and where are your Connected Accounts?

Platform is the in the US, some connected in the US, some Intl

Gotcha, then yes, for the intl accounts they would have to have the recipient agreement to be able to create Transfers. Unfortunately you can't change the ToS for an already-accepted ToS account.
So those intl accounts would have to be re-onboarded for the flow you are looking for.
