If you load the endpoint that you have the domain file hosted at in a webpage do you see the file there?

I don't have the page content, unlike locally

Okay so that is an issue with your server then

You need to figure out why that content isn't being displayed

If you can't access it via the Web then Apple can't verify it

locally the content is displayed it's when I put it on heroku that the file is not displayed

Right so that is an issue with how you are hosting the file on Heroku
