I just tested this myself, and yes it looks like you need to manually call the Send endpoint:

another question:
I registered a webhook. If I add an invoice item i get the following events in that order:
1 > invoice updated
2 > invoice item created
that looks weired. I cannot update anything without having it created
that's just something you have to be able to handle, the ordering can't be guaranteed. https://stripe.com/docs/webhooks#event-ordering
