I'm afraid hosted 3DS payment page can't be simulated in the test mode. You can use the hosted invoice URL to complete 3DS authentication for the flow on how to handle 3DS completion.

If you want to see 3DS email in test mode, I'd suggest you writing to Support https://support.stripe.com/contact for the feedback
