Can you show in our docs where we say that?
I do not think there is something like that in the documentation. But that was the observed pattern for 2 years now and only for the 18/01 it changed. Today is ok, we observed the same pattern during the night.
Could I ask what is the trigger of those webhooks ? And what decides when it's sent ?
As far as i know they're generated when an issuing transaction is created
So they should just be sent whenever you have issuing transactions
