Yes that's correct

i spoke to someone yesterday and they suggested this was because we had capture method set to auto and were calling /capture, this is now set to manual but we are getting the same error. this used to work previously using status requires_payment_method

You called capture before you called confirm

It's always been the case that you can only capture a PI when a payment method has been added

In your case you tried to capture before the PM was added in the confirm call
