Card fingerprints will be provided in all on card payment method regardless whether it's saved or not
I assume the fingerprint is generated against some sort of a card reference like the card hash. In that case is it not a violation to store card information without the user's consent?
Say, I make a one-time payment with raw card information. Will Stripe provide a card fingerprint in this case also?

By default payment methods are not reusable. We collect use consent when requested that we save the details for future use. We're required my regulation to store card data for all transactions
