Okay looks like you only disabled SEPA Debit in live mode but not test mode

No they are separate so you can test stuff before setting it live

When I go into test mode on https://dashboard.stripe.com/settings/billing/invoice?tab=general, it hides the payment method config and says "Settings that affect live integration are hidden in test mode." But it will still be different?

Ah no in that case it is the same for those settings.

Sorry, we really just focus on the API and aren't experts in the Dashboard

So I must be mistaken and there is only live/test for the general config, not the Billing-specific one.
