Hello! The connected account needs to provide the information required before all of its capabilities become active.
It already has the status enabled and is onboarded via the account link
similarly another user onboarded to a diff account but his status is complete
Am I missing on something while creating the account links?
I doubt it, it's more likely the person who went through onboarding didn't supply all of the required information, or the information they did supply failed verification and needs to be resupplied.
so if I create a transfer, will it work for the enabled accounts and will the automatic payouts go through ?
It depends on if transfers are enabled on the connected account or not: https://stripe.com/docs/api/accounts/object#account_object-capabilities-transfers

and what about the payouts?
They should work fine unless there's a seperate issue that would stop them.

I had a talk before with the support team, Stripe support said they would email the customer for more information. Will stripe be sending the link again?

Six of us have on boarded, and five of them have the status enabled ? There must be some common reason. why only one account has the status complete?
I can't really say, as the reasons would be specific to each account, and this is a public server. You would need to ask Stripe support for account-specific details.
