i mean, if you go to https://dashboard.stripe.com/settings/apps you will find an option to 'connect extension' but I dont see how to create a new extension

is so, there's is pretty clearly explained in the doc:

You can no longer build new Stripe extensions. Stripe Apps replaces extensions for developing on Stripe. However, existing extensions will continue to work until 2024. If you already have an extension, we recommend migrating it to Stripe Apps.
