Customer portal can be configured via Customer Portal Configuration API: https://stripe.com/docs/customer-management/integrate-customer-portal#configure
However, the API doesn't support minimum and maximum quantity of the subscription product update: https://stripe.com/docs/api/customer_portal/configurations/create#create_portal_configuration-features-subscription_update

What we want to achieve
Plan Type
- trial
- standard
trial -> quantity limit 10
standard -> quantity limit 10 ~ 100
I want to update the quantity limit for each customer during the standard plan contract.

This is only possible if you configure the customer portal via Dashboard, but not API

https://dashboard.stripe.com/settings/billing/portal you can set the quantity rules through Dashboard. The quantity rules are not available through API yet
