The error pretty much mentioned it. You are receiving a webhook event on an older API version

You want to recreate the webhook endpoint with newer API version of 2023-10-16

When you start Stripe CLI, does it output anything like "you are running on version xxx" ?

And is 2022-11-15 your current Stripe Account default version?
