The webhook event can't reach your server. You can check if your server can receive other webhook events or not, and its access log

yeah maybe it is currently turn off that time. but is there a way to get the error so i can have a proof

where can i check if how many times will the webhook failed has to retry?

It retries up to 3 days with an exponential back off
