mabe limiting it to first-time orders only(https://stripe.com/docs/payments/checkout/discounts#limit-by-first-time-order), and setting the redemption limit to 1000, does what you're looking for.

I can't limit it to first-time orders because I've created free subscription as a product and users already have that order

the 'down' one, the one that is the property of the PromotionCode rather than the coupon.
