This seems surprising to me, if a Charge is refunded it shouldn't be disputed. And if it's disputed you shouldn't be able to refund it. I'd recommend reaching out to our support team to better understand what happened here

it might be allowed in some cases, just I haven' seen this before

and I'd expect for example the Refund to have failed if we pulled funds from the Dispute. Right now it looks like you got debited twice but haven't looked much further as it's more for 1:1 support
