You need to purchase the keys of the second stripe because you need it for accepting payments only.
Not for the splitting payments between you and the merchants.
Please get in touch with the stripe support and you can ask them that you need only for accepting online payments and do check if it works in your region.
You need to ask their support for which account they given the keys.
