Yup! You just create a Coupon to use with your Promo Code. The Coupon would have:

max_redemptions set to 1000
redeem_by set to the Unix timestamp of the end of 2024
applies_to set to the Product of the Subscription it applies to

You'd have to make 2 separate products if you want to separate their eligibility for coupons
