Transfers can be done from a platform to a connected account, but not from one connected account to another

let me clarify the second one a little more
I am using a platform and want to transfer amount to a connected account which is on different platform, is it possible?

Yes, transferring from the platform (acct_A) to the connected account (acct_B) can be done
