So i need to set the billing cycle anchor as 31st for the monthly subscriptions to achieve this?

got it, how can i set this in the stripe dashboard while creating the subscription? Is this feature only allowed via SDK or CLI or APIs?

not sure about the Dashboard, but you can do it in the API
