The funds can only be paid out to the connected account that has been verified via Connect: https://stripe.com/docs/connect/explore-connect-guide

It can't be paid out to any payment method or bank account without going through Connect, i.e. create a connected account for the recipient and complete the onboarding process, then the funds can be paid out
