Stripe doesn't provide fund withdrawal from your Stripe account to a user's card or other designated payment accounts.

Fund withdrawal is only possible via Connect which user is created as a connected account and completes onboarding with Stripe, then the funds can then be transferred to user's bank account: https://stripe.com/docs/connect/explore-connect-guide

It means I can't withdraw fund from stripe account to these such payments directly?

No, you can’t! This is for payment collections from customer to your Stripe account, not withdrawal from your Stripe account to the payment method

Any withdrawal from the Stripe account should go through verification via Connect

So I can only transfer money from my stripe account to the other connected stripe accounts?

Yes, after transfer from your Stripe account to the connected account, the funds can then be paid out the the connect account’s holder’a bank account
