The first step is for you to look at that Account and its Capabilities
Yes, I have that account without card_payments enabled but this was working a few weeks ago in that same state.

Okay so when I look at your testmode Connect Settings for your platform I can see that you are only requesting Transfers: https://dashboard.stripe.com/test/settings/connect/express
So yeah that is your issue, and if you are going to make Direct Charges then you want to tick the "Payments" box there

Yeah looks like you are requesting "Payments" in prod
So if you just flip that in test mode then you should be all set

Did you create a new Connected Account?
Otherwise you need to manually request card_payments as a capability for that account
Ok, I'll check this too. But why is this happening now? I mean, I've been working with the test account like that for years.
That test account was created at the beginning of December
So you likely were working with a different test account in the past, and you must have had different Settings then or had manually requested card payments at some point and didn't realize this.
The behavior on our end has not changed here.
Ok, I'll also test with an older account. Do we have access to a log or something where we could see if someone made changes on the settings?
It would potentially be in your Security history: https://dashboard.stripe.com/settings/security_history but that also only goes back a certain amount of time.
I'm not seeing it there but it is likely out of retention.
It is possible you were also just testing on a really old account which had legacy_payments as the one capability.
That was from prior to when card_payments and transfers was split up
But that was a long time ago
We started to see this error in December 22, before with those same accounts that now are failing we were able to to charges
Do you have an example where you were able to charge successfully on one of those accounst before Dec 22?

Also, is there a way to know which accounts have that capability not enabled? So we don't have to go and check each one
You would need to list them via the API if you aren't going to check via the Dashboard
Ok, so I can't see any charges on my logs before december. But can you tell me the date of the transfers and card_payments split? Was it on 2019?
Ooof yeah I don't remember the exact date -- it was years ago. ~2019 seems right
