Okay then your platform takes a fee from the charge but the funds settle in the Connect Account's balance during the payment

custom user buys a google subscription and the money is creadited to my personal account from where i do a bces_debit for strip i create a paymentintend. once i recieve money i payout it to another custom account

That is not direct charges, that sounds like separate charge and transfers. Could you please review the Charge docs I linked and clarify which type you are using?

The questions I have are very simple
•⁠ ⁠there is a fee that Stripe charges for each active user of Custom Stripe account? How does the payment gets processed for this? Does the stripe deduct the payment from available balance or the payout for that user?
•⁠ ⁠⁠The other doubt is regarding the payout fee. Lets assume we are paying out to a Custom Stripe account user based in Australia, how much fee will be deducted? Can you provide the information with breakdown? Also who bears the charge?

These fees are collected from the Platform Account. You can see exactly how they are collected by reviewing the Funds Flow diagrams for the proper Charge Type you are using.

The platform account is the Stripe Account you use to create the Custom accounts
