It seems like 3D Secure check has failed.

the customer tried to add a payment method
and we're using stripe js and called this api confirmCardSetup

no he just add the card's details and after clicking the button to add the card the error is occurred

They should contact their bank. The bank refused to authorise this payment. I don't think it's an API integration issue.
