Account holder can't force a payout

But your platform can switch the account to manual payouts: https://stripe.com/docs/api/accounts/update#update_account-settings-payouts-schedule-interval

Then the platform can issue a payout api request whenever

from what I can see , we can only update the schedule of the payouts for the account.

I can see the payouts APIs , if we want to trigger from our platform

You need to update the schedule to manual

Then you can trigger payouts via that api
