Where do you see there is a minimum amount for CVC verification?
My colleague who set it up, told me that it was set 10€ ($?)
and that it could not be applied for us where our subscription fee is 9€/month

When checking those clients ,the CCV was marked as not available or not checked

Yeah the 'CVC check: unavailable' is unrelated to Radar really. Basically the bank/network advising us that they didn't/couldn't check the CVC
If you want Radar to block payments where CVC check did not pass then you should be able to configure that with a rule. I don't believe there's a minimum payment amount to trigger a CVC check
