Yeah the 'CVC check: unavailable' is unrelated to Radar really. Basically the bank/network advising us that they didn't/couldn't check the CVC

If you want Radar to block payments where CVC check did not pass then you should be able to configure that with a rule. I don't believe there's a minimum payment amount to trigger a CVC check
