Unfortunatately I am not aware of any test cards that allow for that specific flow. We would have them here https://stripe.com/docs/testing#international-cards if we did

I can submit a feature request for that but I don't know how complex it might be to stand that up, since we would need to simulate the currency conversion

Out of all the available test cards, I've tested with various options, and it seems that only the 0.8% fee for international transactions is being applied. However, the additional 2% fee for currency conversion doesn't appear to be taking effect.

Right, which is why I suggested filing a feature request for a test card that is specific to this feature.
