There's not really a best practice that covers all use cases really 🙂

Folks typically choose the option that fits best with their usecase including both the options you've outlined above (separate dev accounts vs just one dev accounts for all).

For separate dev accounts, is there a way to link those to the master company account? Ie so then the CTO can see what the developers are doing on stripe

Hmm, not really. These would be independent Stripe accounts.
