It seems not what I want

In live mode, our balance is not enough

so some refund would be in pending status

I do some change in my program to process this situtation

Now I want to simulate that situation in order to test my program

we don't have a test card for this. so you would need to simulate it yourself: create a refund and make sure you don't have enough balance in your balance
