yes, i know, i can use 4000000000000259 card to create dispute chargeback for payment intent, but here, i have special case
i want convert status payment from Inquiry to chargeback. My system is processing inquiry status. Now if that payment goes to chargeback, I can't continue processing it

unfortunately, there's no way to test this flow currently. We don't have any test cards that transition an inquiry to a Chargeback
