These are Stripe Account balance and not your bank account

These are transfers between Stripe Accounts not between Bank Accounts

So basically I have to create a Stripe Account for both myself and the 3rd party in order to engage a transaction with each other, right?

Yes your Stripe Account is the "Platform Account" and your 3rd party are the "Connected Account"
