What is the problem you're facing?
I would like to make an urgent inquiry regarding payment processing, but I have not received an email reply even after 3 days. I was told that support is available by phone or chat, but there is no information on the website, so where can I get help? This is an inquiry from Japan.
Has phone or chat support from Japan been discontinued?

I am aware that this is not technical support, but is there any other way to receive support? Currently in Japan, inquiries can only be made via email?

Did you sign in to your Stripe account? Chat and phone options will only be available if you sign in to Stripe account
I am accessing it after signing in, but it only transitions to the email form.
