What do you mean by "payout from"? Payout can only be done into a bank account. Unless you just want to charge the financial account.

Yeah, I want to payout to bank account that was added to the connected account. However, I want to use the Financial Account balance and not connected account balance. I hope it make sense

You can only make a payout from a Stripe account balance. You will first need to charge the financial account, as a normal payment method, receive the funds on your Stripe balance, and then pay out.

Ok, maybe the payout is a wrong terminology in the context of the Treasury.
Let me rephrase, can I transfer money from financial account to a bank account added to Connect account in a single API call?
(without going Financial Account -> Connected Account -> Bank account)

Yes, I saw the outbound_transfers call, but it requires to provide: "destination_payment_method=pm_1234567890"

Which I don't have.
Since I already have customers who added their bank accounts. I would love to use them

Platforms can fund a financial account, and move money between Treasury financial accounts and external bank accounts.
This should definitely be possible then.

You should be able to grab a bank account number and make a payment method out of it.

But I don't have the bank account details as our customers are providing them in the Stripe-hosted onboarding flow.
The only thing I have is external account id: ba_1OPOSsIhM2Ytu1FfbVuvWRVZ

When reading external account details I am getting only the las4, which actually make sense
