Those early fraud warnings are different from your review rules being tripped.
https://stripe.com/docs/disputes/measuring#early-fraud-warnings

There may not be a webhook event for what you're describing, but let me double check that.

Hm, yeah, I'm not seeing any Radar related Events other than the one you found. I'll be sure to file feedback that this is something you'd like to see made available in the future. In the meantime, it may be worth trying to set up something that triggers based on the emails you receive.
