Is there an API call that will either add on this charge for us automatically based on the above variables?
Unfortunately not, no. Which is why this is generally discouraged. There's a ton of variables that go into calculating the fee for a transaction

ok . we will suggest to the client that they use a "service fee" to cover this instead in that case.
