So on this page there are three "manage" buttons, click on the button for the account type you are using. The setting for enabling bank account collection will be on that page https://dashboard.stripe.com/settings/connect
Sign in to the Stripe Dashboard to manage business payments and operations in your account. Manage payments and refunds, respond to disputes and more.
It looks like this setting can differ between test and live mode, can you double check that you are in the right mode in your dashboard?
