I'd like the tax to only be applied on the correct line item:
If I live in a non-taxable country, move to switzerland then upgrade subscription it should be only applied on the upgrade

When you say 'customer moved from FR to CH', how is that reflected in Stripe?
the customer.address.country changes from FR to CH, in my case, I have a stripe webhook that captures the "customer.updated" event when the billing address changes
Hmm, I don't really think it works like you'd expect. We'd calculate tax due on all items based on the customer location at the time of the downgrade/upgrade
