Yeah really difficult to diagnose the specific issue with a reproduction. We're not aware of any other reports of this so it could well be something specific to your setup:

Which version of Chrome are you using?
Is it reproducible in other browsers?
Can you reproduce in an incognito window?
Can you disable any third-party extensions and reproduce?
Can others/colleagues reproduce this?

Latest chrome version, also recreatable in firefox but not safari
Other users are also seeing this issue,

It is on our production site, but it would require going through a signup page first, if that's any help?

Yes, it is also reproducible in incognito
all third party extensions have been disabled, the issue remains

we don't have any test accounts on production that I can share

It seems like you're unable to help, which is unfortunate but understandable without the issue being recreated for you
I'll just keep investigating I've seen some others online who have had this issue and have made workarounds to handle this, I would just hoping to avoid these

We can absolutely help, but in reality we need to see a reproduction so we can work with the product teams to identify the root cause of the issue and either propose a fix in your implementation and/or fix a bug

I would recommend writing in to our team directly (via https://support.stripe.com/contact) and share a reproduction URL (with dummy credentials) and the related code and we can work with you directly there. This is a little too complex for purposes of Discord

You mentioned Angular, right? I'm not sure Stripe.js supports Angular officially, so could be some edge cases around UI/UX behaviours there (happens with Vue too)
