It looks like when I view the dashboard as the express connect account, then head to settings -> external payout accounts and scheduling, I can set the payout schedule back to automatic.

Express user won't have the access to the full Dashboard that you see from your own Dashboard. Express connected account holder only has access to Express Dashboard (not the one you see and access from the platform Dashboard) and it doesn't support changing payout settings: https://stripe.com/docs/connect/express-dashboard
