To use test account in Stripe, you shouldn't need to submit NZBN. Where did you see the error from?

Are you testing connected account onboarding?
Yeah I want to test if payments are working, so need to connect an account
If so, you can simply submit dummy data
Usually I would expect to be able to skip this whole step and allow me to not enter any details if it is in test mode
If I enter an random number for the NZBN there is validation error saying it isn't in the expected format
What is the expected behaviour on your end? To have to enter data or be able to skip it?
The dummy data should be in the format of NZBN. Data should be entered to complete the onboarding and it can't be skipped
You can go online and find dummy NZBN generator to complete this step

Maybe I just fluked it actually. The first time it worked now on the second account it isn't accepting a made up NZBN
I looked up NZBN generators and don't see anything like that online
The test mode onboarding should accept dummy NZBN as long as it's in the right format. I'd recommend checking with Support https://support.stripe.com/contact with the dummy NZBN you entered, so that they can check with relevant team for you
