Can you clarify whether you're using custom connected accounts or express ones? You mention both in your question so I'm not sure which one is correct
they're custom accounts but from my understanding for 1099 forms they can still claim an express dashboard account in order to consent to e-delivery.

I believe even if you're not collecting phone numbers your accounts will still be able to claim their express accounts (because we would ask for that information if they've haven't provided it already). And if the full name doesn't match the name they provide during the verification process it'll likely cause a mismatch, but we should fallback to altenrative verification attempts that look at other information (address, bank list 4, etc)

Awesome, one more question @fossil herald , I saw in the documentation that Stripe initiated emails for e-delivery start going on in November. We're a bit behind on getting this set up. If we turn enable e-delivery will those stripe emails still go out starting now and allow connected account owners to claim their account?
Oops! Sorry I missed your latest question! Yes, I believe if you turn this on now those emails would start going out as long as you also enable early collection of tax information in your settings
